Low Emission Zone Retrofit Fund
1. Introduction to the Fund
The Low Emission Zone Retrofit Fund, funded by Transport Scotland and delivered by Energy Saving Trust, provides micro businesses and sole traders with support to retrofit their existing vehicles to comply with low emission zone entry requirements.
Funding is available to those who operate within one of Scotland’s four proposed low emission zones, to retrofit existing low emission zone non-compliant vehicles with Clean Vehicle Retrofit Accreditation Scheme (CVRAS) solutions; which in addition to meeting minimum standards of the low emission zones, will prolong vehicle life and reduce vehicle emissions.
Grants are available to cover up to 80% of the cost of a retrofit solution, subject to the following vehicle allowance caps:
Up to £5,000 per light commercial vehicle and wheelchair accessible taxi installing retrofit exhaust after-treatment systems.
Up to £10,000 per wheelchair accessible taxi installing re-powering technology.
Up to £16,000 per heavy goods vehicle or refuse collection vehicle.
If a new vehicle has been purchased for retrofitting and the previous vehicle was disposed in exchange of funds granted by the LEZ Support Fund, the value of the previous grant will be deducted from any Low Emission Zone Retrofit Fund grant offer.
If installing retrofit exhaust after-treatment systems, the applicant must agree to install telematics hardware and share this data with Energy Saving Trust and Transport Scotland for a period of three (light commercial vehicles and taxis) or five years (for heavy goods and refuse collection vehicles). The full cost of telematics for this period will be covered by Energy Saving Trust.

Taxis only: Prior to installing any funded measures you must seek authorisation from your local Taxi Licensing Authority to ensure they accept your retrofit measure and you can continue to operate once installation has taken place.
Before choosing a solution, we advise all applicants to ensure the desired solution is viable, including considering local refuelling services.
Applications must be completed by the individual in possession of the vehicle to be retrofitted and all paperwork must be in the applicant or business name. Applications submitted by a third party including representatives from vehicle servicing and maintenance services or vehicle conversion/retrofitting services, will be rejected. If you require support completing this application form, please email LEZfund@est.org.uk
Completed applications will be processed within 15 working days of receipt. Should further information be required, we will contact you to request within 15 working days.
Applications are processed on a first come first served basis all year round subject to the availability of funds. We reserve the right in consultation with Transport Scotland to suspend or reject applications on the grounds that there are insufficient funds available in any financial year.
